Sciascia and examines the closed, archaic Sicily--an "outcast" region
caught between resignation to poverty and submission to Mafia violence.

Rosi's political-fiction film critiques the corrupt intermingling of politics
and commerce as represented by real-estate developer Edoardo Nottola (Rod
Steiger), a businessman with unethical plans. An uncompromising vision
of urban bureaucracy, Hands over the City was hissed by upper-class
audience members when awarded the Gold Lion at the Venice Film Festival.
